This study examines the practices of good governance in the implementation of the Ilocos Sur HOPE Ordinance for Persons with Disabilities and its relationship to the living status and financial stability of beneficiaries. Using a mixed-method approach, data were collected from 287 respondents through a structured questionnaire and analyzed using descriptive statistics and correlation analysis. The findings reveal that the level of implementation of the ordinance is high to very high, particularly in terms of transparency and responsiveness. The living status and financial stability of beneficiaries were also found to be at high levels. Furthermore, results indicate a significant relationship between governance practices and both living status and financial stability. These findings suggest that effective governance contributes to improved well-being and economic resilience among persons with disabilities. The study highlights the importance of strengthening local governance mechanisms in sustaining inclusive and responsive social protection programs.
